China’s Vision for Global Governance: Foreign Policy in the New Era

This article examines Xi Jinping’s evolving vision of global governance and argues that it represents China’s transition from a low-profile foreign policy to an ambitious framework for shaping international order. It traces the evolution of Chinese diplomacy from Deng Xiaoping’s taoguang yanghui strategy to Xi’s concepts of a Community with a Shared Future for Mankind and a New Type of International Relations. The study analyses how the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative operationalize these ideas through development, security, civilizational dialogue, and institutional reform. It further evaluates China’s engagement with major powers, particularly the United States and Russia, and its growing leadership within the Global South through the Belt and Road Initiative and BRICS. The article argues that China seeks to reshape global governance by promoting a multipolar, sovereignty-centred order while simultaneously expanding its normative influence and strategic leadership amid intensifying geopolitical competition.
