This paper analyzes Distance Education as an educational inclusion strategy, focusing on the connection between Basic and Higher Education in the North and Northeast regions of Brazil. The aim was to investigate the impacts of Distance Education on democratizing access to higher education and the challenges faced by these regions in the context of the Covid-19 pandemic (2020-2023). The research adopted a qualitative approach, with bibliographic review and documentary analysis of studies and public policies aimed at expanding Distance Education, including the Open University of Brazil and the policies for the interiorization of higher education. Results indicate that Distance Education has been crucial in overcoming geographical barriers, expanding access to higher education, and contributing to social and economic development in the studied regions. However, challenges such as inadequate infrastructure, teacher training, and digital inequalities persist. The research concludes that Distance Education is a powerful tool for inclusion, but its effectiveness depends on the continuity and improvement of public policies, as well as adapting teaching methods to regional specifics.
