The article examines the theoretical and practical foundations of the formation and implementation of Ukraine’s national information policy as a strategic factor in ensuring the state’s information sovereignty. It is substantiated that under the conditions of digital transformation, globalization of the information environment, and the growing scale of information threats, national information policy acquires a decisive role within the system of public policy by ensuring the protection of national interests, promoting the development of the information society, and strengthening national security. The study analyzes the evolution of scientific approaches to understanding the essence of national information policy and information sovereignty, determines the place of information policy among other areas of public policy, and identifies its principles, functions, and key implementation mechanisms. The functions of national information policy are systematized, and the subjects responsible for its formulation and implementation are classified, enabling a comprehensive characterization of the institutional mechanism of public administration in the information sphere. Particular attention is paid to the study of information sovereignty as a strategic characteristic of modern statehood. The relationship between state sovereignty, information sovereignty, and digital sovereignty is examined, their common and distinctive features are identified, and the interconnection of information sovereignty with information security, information resilience, and information independence is substantiated. It is argued that information sovereignty should be considered not merely as a component of information security but as an integral characteristic of a state’s capacity to independently shape, regulate, protect, and develop its national information space. The paper proposes the author’s approach to defining national information policy as a comprehensive mechanism of public administration aimed at ensuring Ukraine’s information sovereignty. It is concluded that the effectiveness of national information policy depends on coordinated interaction among public authorities, local self-government bodies, civil society institutions, media organizations, research institutions, and actors of the digital economy. Strengthening information sovereignty is identified as one of the key prerequisites for ensuring national security and sustainable development of Ukraine in the context of contemporary digital transformations.
