Assessment of the Level Affordability of Housing Infrastructures Under the Public Private Partnership Scheme in Abuja

The study focused on the assessment of the affordability of building infrastructure under public -private partnership (PPP) housing scheme with a view to enhancing the provision of affordable housing infrastructure for residents in Abuja. Presently, there are cases of poor or lack of adequate infrastructure reported in various estates within the study area. Adequate and affordable housing infrastructure plays an unavoidable role to the wellbeing of individuals in any society hence the justification for the study. The research administered eighty (80) copies of questionnaire to professionals in the building industry, real estate developer and government agency (FCDA) randomly. Seventy (70) copies of the questionnaire were duly completed and returned. This indicated about 87.5% return rate in order to assess the extent of the affordability of infrastructures under the public - private partnership housing scheme for providing condusive environment for her resients. Chisquare test was used to test the hypothesis of the study. The private housing estates were far beyond the affordability level of the targeted beneficiaries but under the available public - private partnership housing scheme, the payment plans for accessing infrastructure were flexible & affordable as it ranked first. This was followed by the quality of infrastructure provided been worth the cost paid by the residents. The finding further showed that the affordability of infrastructure had improved the standard of living for residents. The study concluded that the payment plans for accessing infrastructure under public-private partnership scheme are inflexible and affordable. Therefore, the government should provide financial support to developers by introducing intervention funds for the provision of infrastructure with long term loans and low interest rates. In addition, policies should be developed to enhance partnership in housing infrastructure provision.
