Administrative Processes and Service Delivery in Selected Primary Healthcare Centers in Port Harcourt City Local Government Area, 2015 – 2025

The impacts of administrative processes on service delivery in the public service have remained an age long issue among practitioners and scholars. However, a disturbing scenario of these issues bothers more on the extent the administrative processes touches on service delivery in the public healthcare sector. This study examined administrative processes and service delivery in selected primary healthcare centers in Port Harcourt City Local Government Area between 2015-2025. The study is anchored on the system theory as its theoretical persuasion. The descriptive survey design was employed as a methodological approach for the study. Sample size of the study is 360 respondents representing 100% of the population. Data were collected via the use of a 4-point modified Likert scaled questionnaire, this was supplemented by information gleaned from interviews and documented materials. Collected data were analyzed by the application of simple percentages and qualitative content analysis while hypotheses were tested at 0.05 significance level using the Chi-square. The study revealed among others that; the administrative processes at the primary healthcare centers created problems such as long waiting hours, excessive paper work, communication gaps and lengthy approval processes. Accordingly, the study concluded among others that the major challenge to service delivery at the primary healthcare centers in Port Harcourt City Local Government Area is as a result of poorly structured administrative processes. Thus, the study recommends among others that; the local government authorities should adopt automated facilities at the primary health centers in line with periodic training and retraining of workers at the healthcare centers with the view to enhancing service delivery.
