Worum geht es in dieser Arbeit?
This study aims to analyze the implementation process of a policy by examining the influencing factors, supporting factors, and barriers encountered during its implementation. The study focuses on four main dimensions based on Edward III’s policy implementation theory, namely communication, resources, disposition, and bureaucratic structure. A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation. The collected data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data reduction, data display, and conclusion drawing. The results indicate that policy implementation has been carried out through various cultural programs involving relevant stakeholders. The communication dimension shows effective information delivery and coordination among implementers, while the disposition of policy actors demonstrates commitment and positive attitudes toward implementation. The bureaucratic structure also supports the implementation process through established procedures and coordination mechanisms. However, the resource dimension remains suboptimal due to limitations in budget availability, cultural experts, and supporting facilities. This study concludes that strengthening resource capacity is essential to improve policy implementation effectiveness and ensure the sustainability of cultural programs.
