Worum geht es in dieser Arbeit?
U.S. health plans operating in Medicare Advantage and the Affordable Care Act Exchange manage financial risk through three functions that are usually kept apart: IPA-level risk-pool estimation, IBNR reserve modeling, and state-level forecasting. This fragmentation causes the same underlying quantities to be estimated inconsistently, producing reserve inadequacy, forecast variance, and weak decision support. This monograph develops an integrated financial analytics framework that connects the three functions within a single operational architecture built on one organizing discipline: each shared quantity is estimated once and flows between layers through three explicit cross-layer feedback loops. The framework specifies a per-IPA financial liability exposure calculation with a leading, concurrent, and lagging early-warning hierarchy; a dynamic IBNR model with an interpretive reporting layer carrying audience-tailored templates; and a state-level, scenario-based Exchange forecast with regulatory drivers embedded rather than adjusted for. As far as the author is aware, no publicly disclosed methodology connects these three layers through such feedback loops. The framework is presented as a replicable design, buildable on the data and platforms a plan already possesses, and validated qualitatively within a large U.S. managed care administrator. It offers finance leadership a blueprint for consolidating fragmented analytics into a coherent system that improves reserve adequacy, forecasting accuracy, and risk-sharing transparency.
