Worum geht es in dieser Arbeit?
The rapid evolution of the global digital economy requires a profound structural transformation within Higher Education Institutions (HEIs) in order to develop resilient and highly competitive Human Capital (HC). This paper examines the intersection of Digital Transformation (DT), institutional leadership, and HC optimization within modern educational reforms. Digital tools such as Artificial Intelligence (AI) or Virtual Learning Environments (VLEs) usually offer unprecedented opportunities to scale up HC value globally, however; their implementation is often constrained by structural inequities, cultural mismatches, or digital divides. Throughout the adoption of a qualitative, conceptual research design anchored in a systematic literature review (2014-2025), this study constructs an integrative framework for ethical, culturally responsive digital leadership. It refines the traditional notion of digital leadership, positioning it as a core capability of strategic management that translates technological tools into pedagogical and economic value. The analysis demonstrates that maximizing national human capital value requires higher education leaders to transcend purely technical deployment, focusing instead on equitable access, critical digital literacy, and community-driven governance. Overall, this paper offers a comprehensive strategic framework for academic managers and policymakers to balance global market integration with local socio-economic realities, driving sustainable human capital development.
